“It's only a state of mind.”

Sam Lowry (Jonathan Pryce), a low-level bureaucrat in a suffocating totalitarian city, stumbles into a case of mistaken identity that pulls him toward a woman he's seen in dreams and a rebel named Harry Tuttle (Robert De Niro). Terry Gilliam traps him in a maze of paperwork and surveillance, each layer more absurd than the last. The system closes in from all sides, and Sam has to choose between the life the state has planned for him and escape.
